Name Change Works for federal employees
Organize Social Security, state ID, agency HR, SF-50, payroll, passport, and workplace name updates, each tied to the record that owns it.
Where a name mismatch shows up at work
- A federal employee name can sit in agency HR, payroll, an SF-50 personnel record, email, directory, building access, benefits, retirement, and identity credentials. Those systems may have different owners.
- The governmentwide OPM chapter titled Name Change is part of the Guide to Processing Personnel Actions, but the chapter itself was not reachable when we checked, so we do not summarize it here.
- DHS publishes one agency example for employees changing a name after marriage: provide the marriage certificate to HR and notify Social Security. That example is not presented as a governmentwide procedure for every situation.
- No checked OPM source established a formal Social Security first rule for all federal employees, or a specific PIV, TSP, FEHB, or FEGLI name-change procedure.
- The practical next step is to complete the universal government sequence and then take the agency-specific HR request to the office that controls the personnel action and resulting SF-50.
The board or record you also have to update
Your agency human resources office and OPM personnel-action framework
Start the agency task with your servicing HR office. That office controls the personnel record and the Name Change personnel action reflected in the SF-50 framework.
For one published agency example, DHS tells an employee changing a name after marriage to provide a copy of the marriage certificate to HR and notify Social Security.
OPM’s index confirms the Guide to Processing Personnel Actions, including the name-change chapter, but the chapter’s document list, action code, and sequence were not directly verified.
Ask the responsible agency offices which downstream identity, payroll, retirement, insurance, or access records they update and which require a separate employee request.
What to have ready
- The name-change evidence requested by the employee’s own servicing HR office
- The identifying information needed for the agency personnel action and SF-50 record
- Any separate material requested by payroll, benefits, retirement, or credential offices

What changes with Name Change Works
- Ordered checklist
Separate Social Security and state identification from agency HR, SF-50, payroll, benefits, retirement, access, email, and directory tasks so ownership stays visible.
- Filled SS-5
Prepare the Social Security form from your interview answers, leaving the Social Security number off our systems and for you to enter on the downloaded form.
- State form or state sheet
Use the state driver license or ID sheet for the next government record, without claiming that it automatically changes an agency credential.
- Notification letters
Create a letter for agency HR, payroll, benefits, retirement, or another office you name. Follow the agency’s own personnel-action request whenever it requires a separate form or channel.
- Passport sheet
Keep the passport task alongside official travel and access records, with the applicable passport form identified without implying that agency HR changes it.
Your first hour
- Answer the interview
Complete the interview with identity, state, passport, agency, and organization information, naming each benefits or workplace office that should receive a direct letter.
- Buy and download your kit
Download the kit from the kit page and divide the checklist between universal government records and agency-controlled personnel, payroll, access, and benefits systems.
- Start with Social Security
Prepare Social Security first as the Name Change Works sequence, then use the state sheet for the driver license or ID step. This is not stated as an OPM mandate.
- Handle the professional record
Contact servicing HR for the agency process that updates the personnel record and SF-50. Confirm any separate PIV, payroll, retirement, insurance, or benefits requests directly.
What the kit costs
One payment includes the full digital kit: forms, letters, state guidance, and the ordered checklist. Digital is $49.
The digital kit is the purchase option currently shown on the pricing page.
If an agency bounces a form from the kit, Name Change Works will re-do it free for one year after purchase.
Questions and answers
Who changes the name on a federal employee’s SF-50 record?
The employee’s servicing agency HR office controls the personnel action. Confirm that agency’s required documents and channel directly with HR.
Does OPM require every federal employee to change Social Security first?
No checked OPM page established that as a formal governmentwide rule. Name Change Works places Social Security first in its general sequence, and the IRS explains the matching principle.
Will agency HR update PIV, TSP, FEHB, and FEGLI automatically?
No official universal procedure was confirmed for those records. Ask the agency which systems follow the personnel action and which require separate requests.
Can I send a generated letter to agency HR?
Yes. Add the office by name to generate a notification letter. The letter does not replace an agency form, portal task, or supporting-document requirement.
