Maryland lets you update your name through its online voter registration system. Maryland also says a name change made at the MVA 21 days or fewer before an election will not reach your voter record in time for that election, which is the clearest statement any state publishes that MVA name changes do feed the voter file.
Do this after your license, not before
Federal motor-voter law puts a voter registration block on most state license applications, so the DMV visit is often the moment a registration is updated too. Whether it actually propagates is a state-by-state answer, and it is the one worth checking rather than assuming — arriving at a polling place under a name the roll does not hold is a problem you cannot fix on the day.
